Designs in a "large" Organization

Why does RU have - http://identity.rutgers.edu/ ? If you were in designing a site for a Department of RU would you consider this helpful?

This website exist because it sets a standard for all RU related web content. Because RU consists of many different campuses, divisions, etc. It makes all of RU websites a cohesive structure. Yes this site is very helpful because it gives a designer a standard of what and what/not to do.
